Definition of Brokerage Model
July 2003

NCACCH is a community based organisation which operates as a ‘Brokerage’ model, that is, gaps are identified in Indigenous health services and NCACCH contracts the most appropriate manner. This is a service for the indigenous people living in the Sunshine Coast and Gympie regions. NCACCH has a vision of making a difference to the health status of all Indigenous people in our region.

The Process
So far, North Coast has conducted six (6) capacity building workshops, in association with a professional consultant and OATSIH in an effort to further define and formulate a process to take us into the 21st century. North Coast has a number of additional workshops planned throughout the year in an effort to continue the growth of health services for Indigenous people on the coast.

Some of the issues work-shopped will include networking with existing services and individuals, identifying new services and creating a central data base that will enable North Coast to monitor and prioritise Indigenous health needs and funding. All the time ensuring no duplication of services occur.

Part of that process is this newsletter, which is to keep the community informed and keep communication lines open, which in itself is a very important part of this process.

The Best of Health

Our Motto is “Striving for the improvement of the general health and well-being of the Indigenous Australian population residing in the Sunshine Coast and Gympie Districts.”

A board of directors consisting of a cross section of our Indigenous community members are elected by a majority vote and meet once a month to oversee the direction of local health issues within this region.

NCACCH was incorporated in 1997 to provide the tool in which to deliver these needs.

NCACCH believes its important to continue to raise the health standards within our Indigenous community and will continue to strive to reach our common goal.

I wonder how well the Brokerage Model is going?

Brokerage Model
With the increase in the numbers of referrers (identified Indigenous community members who volunteer there time to refer clients) the numbers of clients accessing North Coast service have increased.

To date the number of referrals to health services have been 720 which reflects the quality of the Brokerage Model and the dedication of the referrers.

Value for Money
The Sunshine Coast and Gympie regions have a number of Indigenous health programs established. NCACCH, at ground level, enables a localised input into those health issues not already covered, which also enables those issues to be addressed immediately.

North Coast has also engaged consultants to help establish a set of guidelines and procedures. These instruments, as well as a register of service providers will ensure the accountability and efficiency of provisions of services for many years to come.

NCACCH In School Program
This program aim is to educate and promote a healthy life style to ASSPA students, their parents and others in the community.

How we have approached this task is that NCACCH asks the participating school (ASSPA) to identify health issues that they feel need addressing and together develop a plan that will concentrate on these issues. This approach has been successful with Gympie High School. We acknowledge the efforts of Pat McCann and Gordon Browning who assisted with the development of the first program.

NCACCH envisage that this program could be adopted to suit other schools in the Sunshine Coast and Gympie districts. A data base of health providers is able to contribute to the program. This will allow the school to have a choice of preferred providers.

NCACCH Health Information and Access & Scheme.
North Coast Aboriginal Corporation for Community Health has been successful in creating a partnership with the Division of General Practitioners on the Sunshine Coast and Gympie Districts, to bulk-bill Indigenous clients.

This has been a major outcome for Indigenous people given the current climate of bulk-billing and now the benefits will be passed to all residing in our region.

To access the program you must have applied for a NCACCH Health Access Card. (HAC).

To obtain a Health Access Card:
• You must be Indigenous person.
• You are an Indigenous person and your partner is non-indigenous and they are eligible to be added to your card along with your immediate dependants.
• You must be a resident of the Sunshine Coast and Gympie Districts for at least Three (3) months and show proof of residency eg (electricity bill).
• Have a current Medicare Card which is to be used in conjunction with the NCACCH Health Access Card.
• Contact a North Coast Referrer to complete appropriate form

Once this has been completed and approved a list of all participating Doctors and your Health Access Card will be sent to your address.

NOTE: You must have possession of and produce your Health Access card before the doctor will bulk-bill you.

This card will ensure that bulk billing occurs as long as the doctor is participating in the scheme.

Eye Health and Check Up Day

Eye Health Day was held on the 2nd June 2003

Venue Sunshine Coast Diabetes centre @ Centenary Square Nambour.
NCACCH supplied a bus and bus driver for Eye Health Day and also donated a food hamper to be used as a prize for participating clients.
